The Rights of Blind People

The rights of blind people? It is tempting to reply, no different from those of the sighted. They want a happy childhood, a good education (but should they be set apart or in the main stream?); a satisfying job; a fulfilling family life; enjoyable leisure and social activities, and the chance to take a full part in public life. They want respect; esteem; affection; but above all recognition that they are citizens with full civil and human rights.

Disability is a state of Mind

Prejudice (intolerance or discrimination against a person or ground) leads people to think that a blind person will always be less effective than his sighted counterpart. In those circumstances, a blind person must have 'luck' (not rights) to find an employer who will decide that they 'will take a chance'.

'Prejudice, not being founded on reason, cannot be removed by argument'

Dr. Samuel Johnson

The people of India with disabilities like blindness or visual impairment have been provided with "THE RIGHTS OF PERSON WITH DISABILITIES BILL – 2016". Responsibility has been cast upon the appropriate governments to take effective measures to ensure that the persons with blindness or visual impairment disabilities enjoy their rights equally with others. Additional benefits such as reservation in higher education, government jobs, reservation in the allocation of land, poverty alleviation schemes etc. have been provided for persons with disabilities and those with higher support needs. The bill provides the penalties for offences committed against

persons with disabilities and also the violation of the provision of the new law. Special courts will be designated in each district to handle such cases.

Government funded educational institutions as well as the government recognized institutions will have to provide education to the children with disabilities. Persons with "benchmark disabilities" are defined as those certified to have at least to per cent of the disabilities specified in the list.

Legal Rights of the Disabled in India

The Constitution secures to the citizens including the disabled, a right of justice liberty of thought, expression, belief, faith and worship, equality of status and of opportunity and for the promotion of fraternity.
➢No disabled person can be compelled to pay any taxes for the promotion and maintenance of any particular religion or religious group.
➢No disabled person will be deprived of the right to the language, script or culture which he has or to which he belongs.
➢"The Persons with Disabilities (Equal Opportunities Protection of Rights and Full Participation) Act 1995" had come into enforcement on February 7, 1996. It is a significant step which ensures equal opportunities for the people with disabilities and their full participation in the nation building. The Act provides for both the preventive and promotional aspects of rehabilitation like education, employment and vocational training, reservation, research and manpower development, creation of barrier-free environment, rehabilitation of persons with disability, unemployment allowance for the disabled, special insurance scheme for the disabled employees and establishment of homes for homes for persons with severe disability etc.
➢Every disabled person (like the non-disabled) on attainment of 18 years of age becomes eligible for inclusion of his name in the general electoral roll for the territorial constituency to which he belongs.

Our Support & Help

"Good vision is a precious gift and one that's easy to take for granted". Blindness does not stop people from doing great things. All they need is our support & help and this doesn't mean they barely rely on our help. Just like we need some light in the dark, same way they need our support in their life.

A blind person, in reality, is the only person who can truly see. They know first hand what true love is, without the use of eyes, but with the heart. And that is the truest form of love, and they harness it.
